    The anti-war movement across the U.S. vehemently condemns and joins the fight for justice for the victims of the Toboso Massacre enacted by the U.S.-backed Armed Forces of the Philippines on April 19. 

    We are grieving the loss of 19 beautiful, vibrant and dedicated individuals and raise the alarm at the forced displacement of more than 653 residents from 168 households in peasant communities in the region of Negros Occidental in the Philippines. Among the confirmed killed are beloved Filipino American activists Lyle Prijoles from California and Kai Sorem from Washington State. Lyle and Kai are part and parcel of our anti-war struggles here in the U.S., the belly of the beast and we are outraged at their murder.
    The attack took place while over 10,000 U.S. soldiers are currently deployed to the Philippines for the Balikatan war drills and under the context of longstanding military alliance, military aid and counterinsurgency training of the Philippines by the U.S. The evidence mounting that this was indeed a massacre by the AFP violating international humanitarian law,  with U.S.-made and funded artillery and aircraft, can not be covered up by the clumsy lies of the latest counterinsurgency force in the Philippines – the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

    We extend our deepest condolences to the families and friends of:

    6. Jemina Gumadlas, 15, resident of Sitio Plarending, Barangay Salamanca, Toboso
    7. Lyle Prijoles, 40, of the International Coalition for Human Rights in the Philippines, from San Franciso, California (USA)
    8. Kai Sorem, 26, from Seattle, Washington (USA)
    9. Dexter Patajo, 17, Sitio Buklog, Barangay Lalong, Calatrava, Negros Occidental

    Based on the initial information we have gathered, they were killed despite the fact they were unarmed or non-combatants. Among them are a journalist, a student leader, peasant organizers, overseas human rights workers and local residents. Two of the victims were minors.

    We also honor red fighters of the New People’s Army who fought the fascists to their last breath. They are:

    6. Joros Caramihan y Ramos, 18, from Don Salvador Benedicto;
    7. Maria Clarita Branzuel Blanco (Ka Sanim/Pat), Political Instructor; and
    8. Genevieve Balora (Ka Raia), from Bacolod City, district Party cadre
    9. Labskie Purisimia Enustacion, 33, of Sitio Tinibawan, Barangay Bug-ang, Toboso
    10. Jocel Gimang, 18, of Sitio Bautista, Barangay Malasibog, Escalante City

    The Toboso massacre is also significant since it is the first time in the country’s history that two foreign human rights advocates have been killed in an encirclement and suppression campaign by the Philippine Army and its paramilitary forces. Lyle Prijoles with International Coalition for Human Rights in the Philippines (ICHRP) and Kai Sorem with Anakbayan South Seattle had long supported the campaign in U.S. Congress to significantly reduce military aid to the Philippines owing to extrajudicial killings, enforced disappearances and massive displacement of rural communities.

    Negros, along with Samar and Bicol, was declared as a site of “lawless violence” by Memorandum Circular No. 32 (MC32) by then president Rodrigo Duterte in 2018. The memorandum was released following several extrajudicial killings of peasants and activists, including the nine members of the National Federation of Sugar Workers massacred in Sagay on October 20, 2018. Scores have been killed in Negros Island because of joint military and police operations, with the Sagay 9 massacre as a prime example of the culture of impunity trashing the rule of law and Philippine obligations under international humanitarian law. The Toboso 19 massacre is but a repeat of the Escalante massacre, September 20, 1985, in Escalante, Negros Occidental where government paramilitary forces gunned down civilians engaged in a rally in commemoration of the 13th anniversary of the declaration of martial law, during the dark days of the Marcos Sr. fascist dictatorship.

    It is no coincidence that this bloodshed occurred as the U.S. and Philippines’ militaries conduct the annual multi-lateral Balikatan (“Shoulder-to-Shoulder”) military exercises. Balikatan was launched in 2001, initially justified under the global war on terror and concentrated on counterinsurgency operations. Over time, Balikatan and dozens of other annual U.S.-Philippines military exercises evolved into mechanisms for interoperability, logistics integration, and strategic positioning.

    Since their beginning, the Balikatan exercises have fostered numerous human rights violations against the Filipino people. In addition to the massacre in Toboso Negros, three people were killed and two were injured in a region near the locations of the Balikatan exercises in Zamboanga City, Mindanao, including a 12-year-old Moro child, during a joint operation of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) in the early morning of April 23, 2026.

    This December 2025, the U.S. PERA “Philippines Enhanced Resiliancy” Act was passed through bipartisan support in the National Defense Authorization Act in Congress giving “$2.5 billion in U.S. security assistance” to the Philippines to “deepen U.S.-Philippines defense cooperation and strengthen the defense capabilities and interoperability of the U.S.-Philippines Alliance to meet growing threats in the Indo-Pacific“. This has embedded US doctrine, command structures, and operational dependence into the Armed Forces of the Philippines, which is using this playbook to kill the peasant masses struggling for their land and livelihood, and those who choose to fight alongside them. This kind of U.S. military funding, training, and support for the AFP shows the direct culpability of the U.S. military and government in the war crimes and violence committed in these massacres.

    While the genocide rages in Gaza, ceasefire violations continue in Lebanon and the hybrid-warfare against Iran continues in West Asia, the Zionist forces of Israel also are complicit in the massacre in the Philippines. Public records show that Israeli defense companies have supplied the Philippines with drones, radar systems, patrol vessels, and thousands of assault rifles used by police and military units. These partnerships reinforce security approaches centered on surveillance, rapid neutralization of targets, and combat-style engagement.

    These incidents point to a pattern of intelligence-driven raids conducted in civilian areas under the framework of “counter terrorism,” blurring the line between law enforcement and combat. The U.S. has directed conducted or backed similar massacres under so-called “combating narco terrorism” boat strike operations in the Caribbean and Pacific against Venezuelan, Colombian and Trinidadian individuals, as well as the murders in the bombings of peasants in Esmeraldas, Ecuador and the murder of five young people in Colcabamba, Peru this week by the Peruvian military under so-called “anti-trafficking” military operations.

    The Anti-War movement must join the fight against the military aid, exercises and U.S. military-backed operations that are not only preparing the national armies of US neo-colonies for future wars but are already emboldening fascist forces to be used by U.S. puppet government against their own people.

    We join the calls of our comrades in the Philippines national democratic movement for Justice for the Negros 19 in Toboso and the victims of the massacre in Zamboanga City. We demand an immediate and independent investigation into the AFP’s April 19th attack and into US funding and support for the brutal, fascist Ferdinand Marcos Jr. administration.

    And we honor those who served the people until their last breath.

    The US and the Philippines are conducting military exercises that will also include troops from Japan and Australia. Close to 10,000 combined military personnel will participate in the exercises, marking this as the biggest war exercise in the Philippines to date. The US Armed Forces (USAF) continue to ramp up its Indo-Pacific pivot, including their military operations in Asia and the Pacific, with other war exercises in Indonesia (Garuda Shield), South Korea (Freedom Shield), and Australia (Talisman Sabre). These exercise areas fall within the First Island Chain, a component of US war strategy in the Asia-Pacific region that aims to engage and contain China. This escalation of war preparations follows the US war of aggression and intervention against Venezuela and Iran.

    The USAF conduct these ongoing and planned war exercises in the Asia-Pacific region to justify their largest war budget in history. Capitalizing on this record-breaking war budget, hot wars and sabre-rattling serve as excellent opportunities for US defense companies to inflate profits, while US taxpayers fund billions of dollars in contracts for firms like Boeing, Raytheon, Palantir, and Lockheed Martin. Similarly, the involvement of the Japan Self-Defense Force (SDF) allows the Japanese government to sell its largest defense bill—amounting to $58 billion—to Japanese taxpayers.

    These exercises impose an intense economic toll on the people of the Philippines. In the military exercise areas, military authorities establish no-go zones that prevent farmers, fisherfolk and other working people from accessing their farms and sailing to their fishing grounds. These restrictions cramp an already meager livelihood, worsening the plight of communities reeling from the economic shock triggered by the US and Israel’s war of aggression against Iran. Philippine taxpayers foot the bill for the Balikatan war exercises, adding another layer of financial burden to the backs of working people submerged by multiple taxes, including value-added tax on goods and services and excise tax on oil products.

    These exercises involve the US Armed Forces and the Armed Forces of the Philippines (AFP), both notorious for their human rights records. The US Armed Forces back the genocide by Zionist Israel against the people of Palestine; they also bombed Iran and murdered more than 100 schoolgirls in Minab. The AFP remain mired in massacres against the people of the Philippines. Recently, elements of the AFP murdered scores of civilians in cold blood on Negros Island in the Philippines, including students, a journalist, and two US citizens among the victims.

    The Resist US-led War in Asia and the Pacific Campaign calls for the immediate cancellation of Balikatan and other military exercises between the US and the Philippines, the cancellation of Garuda Shield exercises in Indonesia, cancellation of Freedom Shield in South Korea, and the cancellation of Talisman Sabre war exercises in Australia. We reiterate our demand for the removal of all US troops and war materiel from Asia and the Pacific. We call for peace in our region and resistance against the US-led war of aggression and intervention aimed at the people of Asia and the Pacific.

    What’s Really Behind Trump’s Ending of Military Support to Ukraine

    The Resist US-Led War Movement asserts its grave concern over the looming war clouds and rising global military spending that overshadow US President Trump’s so-called “Ukraine Peace Plan.” What attempts to come across as a criticism of a vain and endless war in Ukraine by Trump hides instead a recalibration of US military priorities to other fronts of war while bluffing European powers into ramping up their war production and preparations for more severe conflicts to come.

    The War in Ukraine has just passed its third anniversary. Since then, over 58,000 Ukrainians and Russians have died with over 250,000 wounded, the majority of them Ukrainians. This is in addition to over 14,000 killed in the 2014-2022 Ukrainian Civil War. An estimated $155 billion in damages has been met on Ukrainian infrastructure, and approximately 2.4 million hectares of farmland has been damaged, leading to $1.5 billion lost for farmers in the country. 3.7 million are internally displaced in the country with 6.7 displaced abroad. Yet for 3 years, the US and Western leaders have refused to come to the table for peace talks, instead promising Kiev endless supplies of weapons so that it could win the war in their favor, regardless if they had to fight it down to the last Ukrainian soldier.

    Yet, all this took an unexpected turn in Washington, DC. In a shocking White House meeting covered by international press, Trump berated Ukrainian President Zelensky for relying too much on US military aid, for forcing conscripts to the front lines, for not thanking the US enough for its aid, and for “gambling with World War 3.” Zelensky was then officially asked to leave the White House, notably without signing the much-spoken of mineral deal between the US and Ukraine that Trump had touted as the key dealbreaker for continuing military aid to the country. Instead, Trump froze all military aid to Ukraine the very next day.

    The TV-style drama of this incident truly was unprecedented in the history of US foreign policy meetings, but beyond the public entertainment factor that Trump has made the hallmark of his political tactics there exist deeper truths to what this moment represents for the current state of US-led war strategy.

    It is necessary to break down the different aspects of Trump’s public accusations of Zelensky. First, it is indeed true that Ukraine has been facing a crisis in its soldiers’ will to fight over the past year, with mere inches of territory being traded back and forth for every dozen or so fighters killed. War deserters have been rounded up and imprisoned, with many forced back to the front lines. The war has devastated the country, and there seems to be no end in sight as neither side has made significant gains in relation to the amount of fighters who have been killed on either side. Ukraine spent 36.7% of its GDP on its military in 2023, yet that only amounted to $65 billion, showcasing on the one hand how devastated its economy in general has been with social spending at all-time lows for its civilian population, and on the other hand how utterly reliant it has had to have been on foreign powers up against Russia’s $109 billion at just 5.9% of GDP the same year.

    This leads into other aspects of Trump’s tirade: relying “too much” on the US and, according to Trump and Vice President Vance, not being personally “thankful” enough to the President. Both of these accusations speak to a fundamental feature of the relationship between the US and Ukraine. The US is an imperialist power, and as such prefers to wage the majority of its wars through puppet regimes in countries on the periphery of its geopolitical influence while it enjoys the “peace” of being able to plunder the rest of the world through investment schemes and wage war against its exploited and oppressed people at home. Ukraine is one of these puppet regimes and has been ever since the CIA-backed “Maidan Revolution” in 2014 that overthrew Ukraine’s independent government and installed one more friendly to Western influence and investments that immediately started a bloody 8-year civil war against Russian-speaking Ukrainian separatists in the Eastern Donbas region. NATO’s Secretary General in 2021 promised eventual NATO membership to Ukraine, therefore solidifying a US and EU puppet regime right on Russia’s doorstep to be the sacrificial lamb when Russia invaded in 2022 to protect its shrinking buffer zone between it and a military alliance that has existed to destroy it since the end of World War 2 and had looked for whatever reason possible to provoke a war against it that its own soldiers would not have to fight in. The current bloody war in Ukraine provided the golden opportunity.

    Kiev has fought both the 8-year civil war and the as-of-now 3-year Russia-Ukraine war with US and EU member-provided weapons. That is the nature of it being a puppet state. Such a state must exist in complete reliance on its imperialist master. When Trump berated Zelensky for this, he was hiding his own country’s role in encouraging further war and military aid (including millions of dollars worth during Trump’s first term) in order to weaken Russia’s growing influence without sacrificing US soldiers. The difference now is that the US President has other priorities for his other puppets. The blanket support for the Zionist assault on Palestine and West Asia with fully-loaded US weapons could not be a starker difference in public messaging, but underneath the surface this puppet relationship is completely the same. Imperialists only care for their puppets when they are useful, and they are tossed aside and bled dry for what they are still worth (like Trump’s rare earth mineral deal) when they no longer are. Zelensky and the rest of the Kiev regime are now paying the price for selling their sovereignty to US overlordship.

    To add insult to injury, Kiev’s government took Trump’s bating language at face value, and made a public statement thanking Trump for his supposed efforts to end the conflict, desperately hoping this would win back favor with the narcissistic President. This came a day after Zionist leader Netanyahu publicly did the same, calling Trump “the most pro-Israel President in American history.” Regardless of the political charades being played, the puppets will always rush to lick the boots of the puppet master.

    The final accusation of Trump towards Zelensky requires the most critical eye of all of them. Who really is “gambling with World War 3?” The US has tried to use Ukraine against Russia since the fall of the Soviet Union, using its age-old strategy of turning ethnic and national groups against one another. The US and its NATO allies have spent decades turning Ukraine against its nuclear-armed neighbor while using neoliberal schemes to dismember the economies of both. If anyone has been gambling with World War 3, it is the US.

    In fact, Trump’s surprising abandonment of its puppet regime in Ukraine becomes less surprising upon looking at the other ways in which he is gambling globally with a potential World War 3. Freezing military aid to Ukraine comes a day after Trump unfroze $12 billion in aid to the Zionist military to continue violating its ceasefire with the Palestinian resistance and continue its genocidal assault while continuing its expansionist drive in Syria, Lebanon, and towards Iran. It came a day before Trump’s aggressive tariffs towards multiple countries, including China, another nuclear-armed power the US has spent years decoupling its economy from so that it can wage war without losing profits. The stopping of aid to Ukraine allows the US to pivot further into its militarization of the Asia Pacific where the US aims to contain its main competitor and adversary, China. The recent Trump’s freeze on global foreign aid, while exempting security aid to the Philippines to continue its war build up with Marcos as another puppet and the unfreezing $870 million in security assistance programs for Taiwan show the US’s strain and stretching beyond the front of US led war with Russia, and the need to pivot forces to the pacific. Once again, in the gambling, Ukraine is only a pawn, the US is the true gambler.

    Finally, Trump’s gamble is not just with the US’s rival superpowers like China and Russia. By making such a public scene of Zelensky, he gambled with European NATO members’ decisiveness to keep the war in Ukraine going at any cost. Trump’s cabinet criticized NATO members at the recent Munich Security Conference, saying that members should be paying 5% of their GDP on military (a percentage higher than what the US even spends itself). Taking the bait, European members made promises to arm both Ukraine and themselves to the teeth without US support, with UK Prime Minister Keir Starmer calling for a “coalition of the willing” to arm Ukraine until it wins against Russia and Vice President of the European Commission Kaja Kallas reigniting calls for an “Army of Europe” that would take the place of NATO. Stocks of European weapons manufacturers rose exponentially after these announcements, with Rheinmetall up 15%, Leonardo up 17.3%, Thales up 16.7%, BAE Systems up 14.3%, and Saab up 11.6%. Regardless of what agreements the US makes with Russia, the war in Ukraine will most likely not be ending anytime soon.

    Despite the dramatic row Trump’s White House meeting with Zelensky caused amongst US allies, in the end the war makers and war profiteers all got what they wanted – a reason to crank out more guns and fighter jets and new opportunities for using them (and therefore buying more). Far from bringing peace, this will only bring more unnecessary deaths. It will also bring more damage to infrastructure and farmland, and with even more of Ukraine’s public funds going to war spending, this will mean more devastated livelihood for the people. The war profiteers of Europe are willing to throw the entire population of Ukraine into the slaughterhouse of war or the hellsscape of economic ruin just to maintain their status quo of power and to keep the war industry booming.

    How should the peace movement respond to this moment? Of course, an end to the dire conflict should be welcomed, as the people deserve an end to the constant death and destruction of their country. But we must be wary of how any war ends, with foresight to how the war profiteers will use it to start another conflict as soon as they can.

    The most important thing to remember is that our government leaders are not interested in peace, especially not Trump who is just using an opportunistic moment to re-evaluate the US’s war strategy. In the end, it is the people who make peace since the people are the ones most impacted by wars of aggression and militarism in all its forms. Our leaders will continue these public charades to try and fool us, but we must continue to raise our demands and take them to the streets where we can stand united against the US-led war machine. NATO and other US allies have never been this at odds with each other, so the peace movement must take advantage of this moment and expose the cracks. This movement will always be more united than the war makers ever can be! Finally, these imperialist machinations of the US show just how little it cares about the people living in the nations being oppressed by their puppet regimes. The peace movement must be firmly united with these movements for national liberation from semi-colonial oppression. Only then will the arbitrary moves of strongman governments like the US be challenged from the only force that can challenge them – the people themselves. This united movement is the only path towards just and lasting peace.

    US sends banned cluster bombs to Ukraine

    The Resist US-Led War Movement condemns the reckless decision by the US government to supply cluster munitions to the Ukrainian military.[1] This will not only escalate the fighting in Ukraine, sending chances of a peaceful resolution further from reach, but it will make the war much more costly for civilian casualties, as has been proven by countless studies on the indiscriminate use of these deadly bombs.

    Cluster munitions have been banned by over 120 countries and are sanctioned by the UN.[2] Cluster munitions became subject to UN convention due to their indiscriminate violence. These weapons take the form of a missile filled with smaller “bomblets” that are ejected in all directions when fired, spreading a series of explosions throughout an entire blast area. This makes them impossible to fire with precision, as by nature, they are meant to cause maximum damage to where they are fired.[3] They can also be armed with depleted uranium to make them “dirty” bombs spreading long-lasting radioactive debris.[4]

    In addition, many of these bomblets do not explode upon impact. They can remain pieces of active ordinance for long periods, causing harm and death to civilians unknowingly walking near them when they explode. This makes their use by the US and their procurement to other countries illegal under international law, and it has even garnered criticism from the US’s own NATO allies such as the UK, Canada, and Spain.[5][6] The US and Russia, the US’ main target in the NATO proxy war in Ukraine, have not signed onto the treaty banning cluster munitions, meaning that Ukraine will become a further hellscape for civilians.[7]

    This has been proven in areas bombed by Israel – a key ally and satellite state of the US, which has also not signed onto the UN convention against cluster munitions.[8] Israeli air raids are notorious worldwide for their incredibly high civilian death rate. The US has proved that it fully intends to make Ukraine, which has also refused to sign the convention, play a similar role to Israel as a satellite state and puppet military force. This further enables the US to sit back and appear to keep its hands clean while they force others to fight their wars of aggression.

    NATO weapons to Ukraine have brought the war further from peace every step of the way. First with intermediate missiles, then tanks, then fighter jets, followed by promises of long-range missiles and advanced fighter jets at the G7 Summit, and now cluster munitions – these acts highlight how far in harm’s way the US and NATO are willing to put civilians in their desperate attempt to keep the post-Cold War unipolar world order in place.[9][10][11][12] With talks of so-called “tactical nuclear weapons” remaining on the table, this move could set a dangerous precedent.[13][14] Since so much fighting has been taking place within city outskirts in Ukraine, this development marks a harrowing future for Ukrainian and Russian-speaking civilians caught in the middle of the US’s deadly gamble against the political rise of Russia.

    With this act of sending cluster munitions to Ukraine, the US has proven that it intends to disregard international humanitarian law whenever it chooses. As the 2023 NATO Summit begins in Vilnius, Lithuania, the world’s people must unite their voices in rage to hold the regime in Washington accountable for this dangerous act!
